EU-Funded Talent Pass Initiative to Drive Knowledge Transfer, Talent Mobility, and Sustainability in the Circular Economy 

Researchers and industry experts from 10 leading institutes across 7 different European countries are proud to announce the launch of the Talent Pass Project, a €3 million Horizon Europe-funded project designed to advance talent mobility, foster knowledge transfer, and accelerate innovation within the circular economy. 

Aligned with the ERA Policy Agenda (2022–2024) and the Circular Economy Action Plan for a Cleaner and More Competitive Europe (2020), Talent Pass represents a major step towards a more cohesive, inclusive, and sustainable European Research Area. 

The consortium coordinated by the Petru Poni Institute of Macromolecular Chemistry, Iasi, Romania brings together academic and non-academic partners: Institutul National de Cercetare Dezvoltare pentru Ecologie Industriala, Bucharest, Romania, Kemijski Institut, Ljubljana, Slovenia, IST-ID Associacao Do Instituto Superior Tecnico Para a Investigacao e o Desenvolvimento, Lisboa, Portugal, Asociación Para La Investigación y Desarrollo Tecnológico de la Industria de Castilla la Mancha, Tomelloso Ciudad Real, Spain, Opencom I.S.S.C., Arezzo, Italy, Unismart - Fondazione Universita Degli Studi di Padova, Padova, Italy, Crowdhelix Limited, London, United Kingdom, Farplas Otomotiv Anonim Sirketi, Kocaeli, Türkiye, Chimcomplex SA Borzesti, Onesti, Romania. 

Talent Pass seeks to: 

● Enhance mobility and expertise development within circular economy, focusing on researchers, innovators, and other R&I academic/non-academic talents from widening countries;

● Build a critical mass of competent researchers with high-quality knowledge, skills, and tools to drive forward innovation and sustainability in the circular economy; 

● Improve access to excellence and consolidate an interdisciplinary network of highly skilled resources; 

● Boost the efficient utilization and valorization of complementary research capacities, infrastructure and results, aligning with the Horizon Europe Work Program and the circular economy section of the Action Plan for a Cleaner and More Competitive Europe

● Bridge the gap between research and application and translate advancements in circular economy into real world solutions, by fostering collaboration between academia and industry. 

Talent Pass will focus on strengthening the research capabilities of institutions from widening countries, ensuring they are on par with leading European entities. This will be achieved through the strategic use of research resources (human, know-how and infrastructure) to foster capacity-building initiatives and targeted training and secondment programs addressing current and future challenges in circular economy. 

Fostering European Talents for Widening Circular Economy, acronym Talent Pass is implemented under the HORIZON-WIDERA-2024-TALENTS-03 call, HORIZON Coordination and Support Actions, Grant Agreement no. 101217448/23.05.2025. The project has a 48 months implementation period, from 1 June 2025 to 31 May 2029 and a total value of 2.999.810 Euro.
